Moving from Liga A1 to Liga Super requires more than a high league finish. A club must also satisfy licensing, financial, infrastructure and administrative requirements before the MFL can confirm a top-flight place.

League position establishes sporting merit, but Malaysian club licensing determines whether the organisation is ready for the costs and obligations of Liga Super. An eligible club may still need to submit additional documents or satisfy sanctions.
The 2026/27 example
After PDRM withdrew, several Liga A1 clubs were eligible for consideration through extraordinary national licences. The MFL selected Kelantan Red Warrior, which finished fourth and had completed the relevant financial documentation. UM-Damansara and Bunga Raya were considered but not selected.
Why the checks matter
Top-flight clubs carry larger travel, staffing, venue and broadcast requirements. Licensing aims to reduce the risk of a club entering the competition without the resources to complete the season.

What the process does not mean
A licence is not an automatic promise of promotion, and one club replacing a withdrawal does not expand the league. The 2026/27 decision kept Liga Super at 12 clubs and produced a 22-round home-and-away schedule.
